CLEVELAND, Ohio -- President Donald Trump now says he was being sarcastic when he thanked Vladimir Putin for expelling U.S. diplomats from Russia in retaliation for U.S. sanctions.   At the time he had made the comment, it was hard to tell if he was joking, which was just one of the problems with his comment.

When asked about Putin's expulsions by reporters, Trump said, "I want to thank him because we're trying to cut down our payroll, and as far as I'm concerned I'm very thankful that he let go of a large number of people because now we have a smaller payroll.   There's no real reason for them to go back.  I greatly appreciate the fact that we've been able to cut our payroll of the United States.  We're going to save a lot of money."

Friday, standing between an uncomfortable looking Rex Tillerson and Nikki Haley, Trump said his comment was sarcasm.  But then, looking to Tillerson, Trump said payroll had been reduced, just reinforcing his earlier comment.

While locally hired staffers of the embassy in Russia will receive severance payments, the American diplomats will return to the U.S. to be reassigned, and will still be on the U.S. payroll, contrary to Trump's ignorant claim.

Russia First, U.S. Diplomats second.

Trump's "Joke" had been his first response to Putin's retaliation.  Instead of condemning Putin's move, the President of the United States chose to insult and demoralize  career U.S. diplomats serving in harms way.   Diplomats whose lives were already rudely uprooted, were now also rudely and needlessly insulted by their Commander-in-Chief.   So much for Trump's mantra "America First."
