SYRACUSE, N.Y. -- There are hundreds of abandoned houses in the city of Syracuse, serving as what Officer Jerrey Mosqueda likes to call a "mini-laboratory."

"These plastic ones are cocaine packaging. They use the caps, put the water in there, use a solution; that way, they can inject themselves," Mosqueda showed us.

It's a challenge he says is an uphill battle.

"It's tough, doing property checks like this. Trying to deter from coming back here, but as you can see ..." Mosqueda explained.

Just a quick drive around the city proves there are thousands of vacant properties. Of those, about 900 belong to the Syracuse Greater Landbank. Keeping them secure, though, can be a challenge.

"As soon as we acquire a property, we file a trespass affidavit with the Syracuse Police Department, so anybody caught on that property can be arrested," said Syracuse Greater Landbank Director of Operations Ben Gray.
